IMPACT BY AREA TYPE <br />As it will be noted, sample size poses a distinct problem when <br />attempting analysis at the small area level. This is Particu- <br />larly true in the instance of mortgage information. Due to <br />this inadequacy, it is impossible to compare the impact of <br />adult entertainment businesses on residential property value <br />below a certain level of geography. <br />This is not the case, however, with crime statistics. In this <br />case it is possible to compare sub -areas of the target areas <br />since the comparisons are based on the actual instance of crime <br />in the area ( unlike mortgage data where average value is the <br />basis of comparison.) <br />The sub -area comparisons were based on the nature of the areas <br />in relation to their land use composition as determined by the <br />Comprehensive General Land Use Plan of Marion County. Four sub- <br />areas were of a distinct regional commercial nature, four were <br />residential in nature and four were of a mixed residential - <br />commercial makeup. <br />The three groupings were compared with each other to determine <br />if crime, from a historical viewpoint, occurred more frequent- <br />ly in areas of one land use configuration than another. <br />Whether or not crime frequencies, at least in part, are deter- <br />mined by the land use characteristics in which they were com- <br />mitted cannot be definitively answered here. Several striking <br />patterns do emerge from the comparison, however. <br />CRIME FREQUENCIES BY AREA TYPE <br />Of the 9,829 major crimes committed in the Control and Study <br />Areas during 1978 - 1982, 27% were perpetrated in regional com- <br />mercial areas, 31% in mixed commercial -residential areas and <br />421 in predominantly residential areas. In other words, crime <br />frequencies were 56% higher in residential areas than comne r- <br />cial areas while mixed commercial -residential areas were 37% <br />higher than coarnercial areas. <br />The following t -Able displays major crime frequencies for the <br />five year period by type of area, the existence or ncn-exis- <br />tance of adult entertainment and specific location. <br />EVER00031 <br />
