Any commun i ty , then , wh i ch would employ. its zoning power to regulate <br />adult uses wi chin its jurisdiction must be particularly concerned <br />chat the adoptive ordinance be demonstrably motivated by and found- <br />ed on sound land use principles, it allows reasonable accommodation <br />for such uses with.in its jurisdiction, and that it clearly define <br />both the nature and regulations of the use in order to avoid, to <br />the extent possible, the need for subjective interpretation of each <br />proposed use. <br />The Young decision has encouraged a great amount of experimentation <br />on the part of municipalities in an effort to prevent deterioration <br />of [heir commercial districts and adverse impact upon adjacent areas. <br />The effecti.veness of these innovations will be determined by time <br />and the legal tests to which they will be subject .as this business <br />segment establishes itself. <br />For the time being, however, this decision encourages an approach <br />in which localities have tended to control the siting of adult en- <br />tertainment businesses on the basis of land use. <br />AMIMMIDIORM <br />
