When an increase in crime can be <br />attributed to a specific economic or social activity, it is reasonable to expect the <br />responsible parties to take steps designed to ameliorate the problem. In one <br />instance where an adult business acted to ameliorate a nuisance, however, the act <br />had no impact on crime. <br />4) In September, 1988, the City installed a blockade in the alley <br />immediately to the west of the Adult (8502 Garden Grove Boulevard) to prevent <br />"cruising."
