No increases were observed at a "control" <br />site developed from the mean crime counts of four other adult businesses. <br />The consistent pattern of effects in these three cases demonstrates that the <br />adult businesses are indeed a public safety hazard as the data presented in the <br />preceding section suggest. Given the nature of the operational changes in these <br />three cases, furthermore, it appears that any expansion of an adult business will <br />have the same effect.
