Communications and Warning <br />NOTE: Deviations from the requirements listed in this section will be considered on a case-by-case basis. Contact the supervisor of the Telecommunications <br />Section at EMD <br />Activity <br />Deliverable <br />Quarter <br />1. Participate in all scheduled National Warning System <br />a. Establish City Emergency Management as a <br />3 <br />(NAWAS) tests and exercises, whether a Primary <br />NAWAS warning point. <br />NAWAS Warning Point, a Secondary Warning Point, or <br />a Tertiary Warning Point. This is the on-going test of <br />the statewide warning fan -out as outlined in the State <br />CEMP and warning annex. All emergency <br />management jurisdictions must be a part of this fan -out. <br />2. Participate in all scheduled EAS tests commensurate <br />with your EAS plan and operational status of your Local <br />Relay Network (LRN). <br />3. Work with EMD to ensure Comprehensive Emergency <br />a. Establish City Emergency Management CEMNET <br />5 <br />Management Network (CEMNET) capability is <br />capabilities. <br />maintained and participate in scheduled testing <br />between the local Emergency Operations Center (EOC) <br />or similar facility and the state EOC. <br />4. Develop/update an EAS plan as necessary. <br />3 <br />(EAS) Committee (LAECC) to complete an EAS plan <br />and the LRN per existing guidance from the FCC, <br />FEMA, and the State Emergency Communications <br />Committee with assistance from the State EMD <br />Telecommunications staff. <br />6.
