EXHIBIT "C" CITY TASKS 1. Establish a"Riverfront Team"of City representatives,with a designated Team Leader to interact with OM and provide input to OM's efforts in bringing forward a specific project proposal.The City's Project Management Team and Resources are identified on the attached schedule.This City Team will meet as needed with OM to interact and guide the overall process. 2. Participate in the Program and Design Process organized by OM. 3. Establish a"Negotiating Team"of City representatives and agents,with authority to represent the positions of the City during the ENA Period,after appropriate review of business issues with the Mayor and City Council.The Negotiating Team is identified on the attached schedule. 4. Continue with completion of the 41st Street overpass construction as currently designed and funded 5. Continue with BNSF track relocation agreement and implementation as currently drafted and funded. 6. Coordinate with OM in the negotiation of rights to utilize driven piles on parcel "A"versus auger piles and analysis of surcharge versus pile solutions to site preparation. Provide staff and Floyd and Snider support, subject to City approval of scope and budget. 7. Continue engineering and environmental processing for permitting of access road to parcel "B" as currently planned and funded. 8. Continue participating with WSDOT in the construction of the 1-5 HOV lanes, investigating approaches to construct the I-5 and 41st Street interchange improvements and funding work as currently planned and funded. 9. Cooperate with OM in evaluating 36th Street underpass with BSNF. 10. Cooperate and assist OM with presentations to potential tenants and community outreach. 11. Plan for cleaning up the uses and frontages in approaches to the overall project. 12. Continue compliance with Environmental Remediation requirements of the existing Consent Decree. io
