, <br /> INTERLOCAL AGREEMEN'f BETWEEN SNOHOMISH COUNTY PUBLIC <br /> TRANSPORTAT[ON BENEFIT AREA CORPORATION(COMMUNITY TRANSIT) <br /> AND THE C(TY OF EVERETT(EVERETT TRANSIT) REGARDING THE <br /> COOPERATIVE PROV:SION OF SERVICES <br /> This in'edocal ageement ("AgeemenP') is entered into by and between the <br /> Snohomish County Public Transportation Benetit Area Corporation ("Community <br /> Transif'), haviag its principal place of business at 7100 Hazdeson Rd., and the City of <br /> Everett("Everett Transit") having its principal place of business at 29301Vetmore Avc., <br /> ooth in Everett Washington on this S day of December, 2007. <br /> Whereas, the citizens of Everett votcd on September 14, 2004 to expand transit <br /> service, improve paratransit scrvice for pcople with disabilities, improve service <br /> coordination with Community Transit and provide for future transit needs; ard <br /> Whereas, Everett Transit and Community Transit wish to create a legal <br /> framework to promote the coordination and use of their respective equipment, facilities <br /> and resourccs in the provision of transit services te improve customer service, reduce <br /> duplication of effort, achieve economics of scale; and <br /> Whereas, both Everett "Cransit and Community Transit have identified the Bus <br /> Rapid Transit system, under development by Community Transit, as the best means to <br /> provide frequent, high quality transit services along the City's most active transportation <br /> corridor; and <br /> Whereas, the extension of thc Bus Rapid Transit system to the corridor comprised <br /> of Highway 99, Evergrcen Way, Rucker Avenue and Pacific Avenue would give the <br /> mutual customers of Evcrett Trat���c and Community Transit access to a one-seat, one- <br /> ride altemative to other more fracbired, timo-consuming transportation from Everett to <br /> Shoreline; and <br /> Whercas, the above-rcferenced extension of the Bus Rapid Transit system would <br /> be cost prohibitive for Everett Trsnsit to providc on its own; and <br /> Whcreas, Everett Transt and Community Transit wish to evaluate the feasibility <br /> of expanding botli locaf and Bus Rapid Transit services to the residents of Everett and the <br /> Snohomish County Public Transportation Benefit Area so that the mutual customers of <br /> Everett Transit nnd Community Transit benefit from specialized services; and <br /> Whcreas, Everett Transit and Community Transit will explore the possibility of <br /> extending the Bus Rapid Tra��sit altemative to Broadway Avcnue nnd other significant <br /> transportatio�i corridors; and <br /> Whereas, pursuant to RCW 3934.030, Everett Transit and Community Transit <br /> each have the authority to provide and expand transit services in the above-referenced <br /> ways and may enter into agreements wi:h one another for joint and cooperative action; <br /> � b <br />
