Things just were not coming together on this and I knew we had to move <br /> fast because of the seriousness of the situation. <br /> Then Lt Aegge called and insisted on immediate action before some young person <br /> ended up dead as a result of an overdose or a Police Officer became injured because of <br /> chasing teens chrough the building. He said his Officers looked like they had been <br /> crawling through a garbage dump after going in these buildings and taking runaways <br /> out. <br /> I called the name of an attorney obtained through my research and he directed me to <br /> Hal Coe, Atry., representing Mr. Huang. Coe stated that Ted Thomas stole this <br /> property from Mr. Huang, and that there is litigation taking place at this time over this <br /> matter. Mr. Huang is in Japan tending to his business there. <br /> Mr. Coe said he is willing to work with the City and wanted the places occupied, etc. <br /> I advised him that they could not be occupied, they were dangerous, and that I did not <br /> want to see them secured as the gangs would get in anyway and i feared for the lives of <br /> our Police Officers in such sihiations. He memtioned putting barbed wire around them <br /> and I [old him that could not be done in Everett. I advised him that a Resolution <br /> declaring an emergency to exist and authorizing che demolition of the buildings was <br /> going to be presented to City Council. <br /> Coe said he wanted to meet with the City to determine what alternatives could be used <br /> as apposed to demolition of the buildings. <br /> According to the title report, Mr. Huang is not the record owner of title, but his name <br /> shows up as the previous owner. Mr. Thomas lives in the State of Oregon due to <br /> threats made on his life here in Washington. <br /> There was a property manager who lived in one of the houses but had to move out <br /> because of threats made on her life. <br /> There is a meeting scheduled for 9:15 AM, Tuesday, Jan 16th with Mr. Coe and a Mr. <br /> Ma, representative for Mr. Huang. <br /> Due to t�e serious nature of the conditions with these buildings, I would like to get this <br /> Resolution iuto Council by the 24th of January. Once in Council, if we get approval to <br /> move ahead with abatement, it will still take more time than I am willing to sacrifice <br /> before any physical change takes place with these places. <br /> However, knowing that Mr. Huang does at least have an interest in the property entitles <br /> him to full representation during our proceedings, this I �:nderstand and have no <br /> problems with as it is dictated by che Codes. <br />
