FINAL DECLARATION OF NON-SIGNIFICANCE <br />SEPA �� 81-66 <br />This Final Declaration of Nonsignificance shail expire one year from <br />date of issuance unless a completed buiiding permit applir_ation has <br />been submitted within that time. A request for a one year exten:,ion of <br />this Final Declaration of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. <br />11. The site is located in the North Creek Drainage Basin. An open drainage ditch exists along <br />[ntercity. Drainage must be designed in compliance with the City's Drainage Ordinance, <br />and shall not incr.ease any downstream flooding which may occur in this area. A drainage <br />swale which contains a swamp exists on the northeast portion of the site. <br />Prior to the issuance of any permits, a topographical map which shows the relationship of <br />the drainage swale to the property lines must be provided. If the proposed structure is <br />above the high watermark of the swamp to the east, a cash deposit must be made in lieu of <br />providing on-site detention. If the structure or any fill is placed below the existing high <br />watermark, on-site detention must be provided: Detention must be provided for iny area <br />of natural detention which is eliminated as well as for increased runoff from additonal <br />impervious surfaces. <br />12. As-builts of storm sewer system will be required to be submitted as prints and must be <br />submitted before the Occupancy Permit is issued. <br />13. A two-year Warrantee Bond as required on the public drainage system shall be for an <br />amount not less than 10% of the cost of construction of the drainage system and shall run <br />for two years from the date of final approval. <br />14. All exposed ground must be reseeded within 30 days of the completion oP road construction. <br />If building activity commences wittiin 30 days of the completion of road construction, <br />reseeding will not be required. If reseeding is not practical due to weather or seasonal <br />problems, the ground must be covered with mulch as directed by the City Engineer. <br />15. Participation in the cost to fund the Southend Sewer Interceptor is required. The <br />approximate cost based on the preliminary information provided is $233.65, as of November <br />12, 1981. The actual cost shall be computed by the Building Department per the ordinance <br />in effect at the time and accordirg to the information provided on the approved plans on <br />ihe date of permit issuance. <br />16. <br />17. <br />Performance guarantees, as required, will be by an approved method as determined by the <br />City. - <br />A preconstructi��n conference between applicant, Planning Department, and Public Works <br />Department may be required prior to approval of Public Works Permit. <br />
