' FINAL DECLARATION OF NON-SIGNIFICANCE <br />SEPA �f 81-66 <br />This Final Declaration of Nonsignificance shall expire one year from <br />date of issuance unless a completed building permit ao�lication has <br />been submitted within that time. A request for a one year extension o. <br />this Final Declaration of Nonsignificance may be made to the Planning <br />Director prior to the expiration date. <br />Description of Proposal - The proposed action is the issuance of grading and building permits to <br />allow the placement of fill and the construction of an approximately l0,500 square foot <br />warehouse buiiding. The following factors were considered and the listed requirements �.vere <br />placed in response to comrnents submitted by various City departments during our review of an <br />Environmental Checklist for this proposal: <br />1. The site is zoned C-1, General Commercial Zone, which would allow the proposed use. The <br />site is currently vacant and is covered with grass, blackberry brush, scotch broom, and <br />alder. A nursery exists to the north and a single family residence exists to the east of the <br />site. The parcel slopes to the east and contains a drainage swale in the northeast portion of <br />the site. <br />2. The site abuts a single family residence zone and development �hall comply with Section <br />19.42.030 of the Zoning Code whicli requires a 12 foot setback from the residential zone <br />and protective screening not less than five feet in �✓idth and 72" in height. <br />3. Detailed drawings shall be submitted to the PubSic Works Department shoa�ing parking <br />layout, landscaping, utilities, storm drainage, temporary construction erosion control, and <br />all required improvements in the public right-of-way. Public Wori<s Department approval <br />of these drawings is required prior to any permits being issued. All improvements shall be <br />completed, approved, and bonded before the Occupancy Permit is issued. <br />4. Full street improvements to the property's frontage on Evergreen Nay is required. These <br />improvements will include pavement, curb, gutter, and sidewalk. <br />5. Full street improvements to the property's frontage on Intercity Avenue is required. These <br />;mprovements will include pavement, curb, gutter, and sidewalk. <br />6. Dedication of right-of-way to form a standard city corner radius at the N.E. corner ef <br />Evergreen Way and Intercity Avenue. <br />7. Access to the site must be approved by the City Traffic Engineer. <br />8. A one-year Warrantee Bond as required on the public street shall be for an amount not less <br />than 10% of the cost of construction of the street system and shall run for one year from <br />the date of issuance of the first Occupancy Permit for the project. <br />9. City streets and a11eyG are to be kept clear of dirt and debris at all times during <br />construction. Dust suppression and street cleaning must occur as directed by the Public <br />Works Inspector. <br />10. During construction, all truck traffic to and from the site within the City of Everett sliall <br />be on arterial streets unless otherwise approved by the Public Works Department. <br />
