With the expansion, the <br />site is still reasonable and adequate for the proposed <br />development. (Maddy testimony) <br />15. The Eve�ett P�anning Department recommended approval of <br />" the request subject t� the following conditions: <br />1. The site must be developed in a manner consistent <br />with the site plan (Exhibit 6). <br />2. The Applicant must comply <br />listed in the Determination <br />for the proposal (Exhibit 3). <br />with all conditions <br />of Non-Significance <br />16. No adverse testimony was received in this matter. <br />CONCLUSIONS <br />1. The application is for the approval of a Special <br />Property Use Permit for the construction of an 6,500 <br />square foot branch library on property located at 9512 <br />Evergreen Way, Everett, Washington. The proposed <br />structure will replace an existing 1,500 square foot <br />temporary structure that has been on-site �ince 1985. <br />2. In order for a Special Property Use Permit to be granted <br />within the City of Everett, the criteria of EMC <br />19.58.O10.B (1-3) must be satisfied. With conditions, <br />these criteria are satisfied. <br />3. The requested use is compatible with other uses in the <br />area. Other uses in the area include a commercial <br />development and residential uses. The proposed library <br />is a compatible addition to both of these land uses. <br />4. The requested Special Property Use Permit will not have <br />a serious adverse impact on the environment or the <br />community. <br />5. ThP requested Special Property Use Permit will serve the <br />public convenience in that it will provide an additional <br />library for the residents of South Everett and the <br />surrounding areas. <br />6. Because of the limited space in the existing structure, <br />a new building is necessary. The requested Special <br />Property Use Permit for the 8,500 square foot building <br />will serve the library needs for up to 12,OQ0 people in <br />the City of �verett. <br />
