On the small parcel of land located between the library <br />and the fire station is a small building that serves as <br />City offices. The existing building will remain on the <br />site. The proposed library will <br />be a compatible use with the commercial endeavors and <br />will be compatible wiEh the residential uses within the <br />area. (Maddy testimony; <br />8. On-site is a building that has been used as a temporary <br />tranch library. This structure has been in existence <br />since 1985 and the =ite has proven to be a convenient <br />location for library clientele. No disruptions to the <br />neighborhood or problems with the use of the subject <br />property as a library have been recorded. (Maddy <br />testimony) <br />9. The subject property fronts Evergreen Way. The [P3I of <br />the property is located on Holly Drive. Hollp• Drive <br />intersects with 4th Avenue West a short distance from <br />the property. (staff report) <br />i0. The City of Everett has reviewed the Environmental <br />Checklist and a Determination of Non-Significance has <br />been issued for the project. (staff_ report) <br />11. The City has determined that the library locatecl on-site <br />satisfies the criteria for a branch library for the City <br />of Everett. Because of its location near a major south <br />arterial (4th Av?nue S.E.) the easy access for users off <br />Evergreen Way and Holly Drive, a high visibility, <br />excellent internal vehicular access, access to public <br />transportation and distance from the main library, the <br />site satisfies the needs of the citizens for this part <br />of the City of Everett for library services. (Maddy <br />testimony) . <br />12. The population for the primary service area of this <br />building is 10,000 to 12,000 people. The present <br />building is insuf.ficient size to adequately handle these <br />nee9s. The proposed building of 8,500 square feet will <br />adequately satisfy the library needs for the population <br />of. the City of Everett. (staff report) <br />13. As shown on the site plan, 53 parking spaces are <br />proposed for the library. The City has indicated that <br />these are adequate parking spaces for the proposed <br />branch library and for future exoansion of the facility <br />which is projected to be immediately west of the new <br />branch building.
