The permit has been oeniec Cue to the following Everett Municipal Code excerpts: 1) EW 13.16.C10 D. defines a driveway approach as an improvement from a public street to a definite area of the private property. Your proposal requests parking on the public right-of-way landscape strip. 2) W 13.16.050 F. states that no permit for a driveway shall be grantea where reasonable egress and ingress can be secured from the alley. Unlike your neighbors on the east sloe of Federal Avenue, we believe 3424 Federal has reasonable access from the alley. 3) EW 46.28.030 A.l.b. further prohibits parking a vehicle on a sidewalk or street planting strip. This portion of the code relates to protection of the public health and safety and promotion of the general welfare of the community for which an individual may receive a traffic violation. The City Traffic Engineer recently discussed your neighborhood parking problem with. the Maycr's Transportation Aeviscry Committee (TAC). The recommendation of the committee was to construct angle parking along the east side of the 33rd ant 34th blocks of Federal Avenue ant retain the existiN, landscaping on the west side. These improvements could potentially be constructed with HUG block Grant Funds which will be available for projects in the Port Gardner neighborhood- in am of 1990. A letter explaining the process will be distributed to the resiocnts of the. 3400 and 3300 blocks of Federal shortly. This plan would also include the requirement for property owrers cn the west site of Federal to restore the landscape ::trip if they hat aisturbed it for parking.
