CITY OF EVERETT <br />SPECIAL PROPERTY USE PERMIT #7-83 <br />Seventh Day Adventist Church School <br />I <br />November 18, 1983 <br />WHEREAS, there was filed with the City of Everett Planning Department <br />on August 22, 1983, an application for a Special Property Use Permit under <br />Everett Municipal Code (E.M.C.) 19.58.010, by the Everett Seventh Day <br />Adventist Church, 4132 Federal Ave., on the following described property: <br />Block 5 and 6, Swalwell's Third Addition to Everett <br />i <br />AND, WHEREAS, after proper notice was given as required by law, a <br />public hearing was held on October 6, 1983, before the City of Everett Land <br />Use Hearing Examiner, and <br />WHEREAS, after due consideration of the evidence presented by the <br />applicant; evidence elicited during the public hearing, and as a result of a <br />personal inspection of the subject property and surrounding areas, the Hearing <br />Examiner made findings and conclusions and rendered a decison on October 21, <br />1983, to GRANT THE SPECIAL PROPERTY USE PERMIT WITH THE FOLLOWING CONDITIONS: <br />Said conditions were amended on November 18, 1983, after the applicant asked <br />for reconsideration of Condition No. 17. <br />i I. That the school develop in a manner consistent with the site plan. <br />(Exhibit #4 attached) <br />2. Detailed drawings, in accordance with City Design and Construction <br />Standards, shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, utilities, storm drainage, temporary <br />construction erosion control, and all required improvements in the <br />public right-of-way. Public Works Department approval of these <br />drawings is required prior to any permits being issued. All <br />improvements shall be completed, approved, and warranted before the <br />occupancy permit is issued. <br />3. Full standard street improvements are required to Federal Avenue <br />including street widening, curb, gutter, and sidewalk on the properties <br />i full frontage. <br />4. All exposed ground must be hydroseeded within 30 days of completion of <br />earthwork. If seasonal conditions do not allow for hydroseeding, the <br />ground must be covered with mulch as directed by the Public Works <br />Inspector. <br />5. Utility pole relocation must be coordinated by the developer with the <br />uility company. <br />6. In lieu of providing on -site detention, payment to City Drainage Fund <br />340 is required. The storm drainage system for the site must discharge <br />into the City's combined sewer system. <br />7. Participation in the cost to fund the Northend Sewer Interceptor is <br />required. The approximate cost based on the preliminary information <br />provided is $5.69 per student. The actual cost shall be computed by <br />the Building Department per the ordinance in effect at the time and <br />according to the information provided on the approved plans on the date <br />of permit issuance. <br />t, <br />
