August 1, 2008 <br />File No. 087-4 <br />Peters Residence <br />Page 2 <br />Surface Conditions <br />The subject property is located immediately southwest of the intersection of Federal Avenue <br />and 42n, Street SE, in the Forest Park district of Everett, (see Figure 1). The property is <br />bounded on the north by 42n° Avenue SE, on the south by the Mukilteo Boulevard right-cf-way, <br />on the east by the extension of Federal Avenue, and on the west by residential property. The <br />Peters residence is a single story wood framed structure with an attic bedroom and a full <br />basement. The house was built in 1926, and was moved to its current location in 1959. The <br />Peters purchased the house in 2003. Portions of the previously mentioned remodeling work <br />are currently underway, (see attached photo plates). <br />This portion of Everett is dominated by a broad north -south trending ridge feature. The eastern <br />flank of the ridge descends down to Rucker Avenue, while the western flank descends into the <br />Pigeon Creek drainage. The Peters property is situated atop the ridge, in a relatively level <br />upland terrain, (see photo plates 1 and 2). Immediately south of the property, the alignment of <br />Mukilteo Boulevard crosses the upper elevations of the ridge. In some areas, construction of <br />the roadway has formed side -cuts and/or deepened previously existing topography. In this <br />vicinity, construction of the road appears to have deepened a natural east -west trending gap in <br />the ridge. <br />Slopes <br />The natural topography and road construction work have created a steep slope which extends <br />from the road up to the south line of this property, (see Figure 2, and Photo plates 1. 2 and 3). <br />While this slope does not extend onto this property, its proximity to the development area has <br />caused concern to PCD staff, and has resulted in the requirement for this assessment. <br />A survey line was run from the proposed addition area across the south yard and down to <br />Mukilteo Boulevard. This is shown as slope section A - A' on Figure 2, and noted in the <br />accompanying Photo plates. Surface measurements along the survey line were made using a <br />Suunto clinometer and a 100 foot tape. A total slope height (vertical relief) of 23 feet was <br />recorded along the survey line. A surface inclination of 37 degrees (about 75%) was recorded <br />along the steep, upper approximate three-quarters of the slope. This steep upper segment <br />accounts for about 16 feet of the total 23 foot slope height (vertical relief). The base of the <br />slope flattens somewhat, and is fronted by a 4 foot high broken (stacked) concrete wall. The <br />wall stands vertical and appears to be performing, (see Photo sequence 4 on Plate 3). The <br />slope is vegetated with a number of large, mature evergreen and deciduous trees and scattered <br />brush, (see Photo plates). A thin layer of forest litter and colluvium blankets the slope. <br />Cal <br />
