�I 7. Construction of the office/classroom shall be underway by <br />March 1, 1981 or be subject to Planning Commission and <br />II City Council review. <br />8. Any use proposed for the office space at the Luther Child <br />Center must be permitted by the Special Property Use section <br />of the Zoning Code (19.58.010 C 2) which limits the office uses <br />generally to the following: " . . . charitable organizations, <br />nonprofit service groups, juvenile care and treatment centers <br />and other similar uses which provide social, health and welfare <br />f services for citizens". <br />9.
