I I
f
DRAFT STAFF REPORT TO HEARING EXAMINER
Applicant:
Relationship to Property:
Location:
;j Requested Action:
Project Description/History:
I
I
i Deviations from Original Approval:
I
Size:
Zoning:
SPU 1i4-79
December 10, 1980
Luther Child Center
4526 Federal Avenue
Everett, WA
Owner
West of Federal, north of 46th Street
Reconsideration of Special Property Use
Permit
In 1971 the Applicant requested a Special
Property Use Permit to allow the expansion
of the Luther Child Center facilities by
constructing a 13,000 square foot office and
classroom building.
The original approval required that 68 off-
street parking spaces be provided. The
Applicant is currently proposing 47 spaces.
The original plans called for the structure to
be located approximately 45 feet north of
its actual location.
The original building design was modified to
allow an addition of approximately 10 feet
to the west end of the building.
The roofline of the structure was modified
after plans were submitted to the Planning
Commission and City Council. The initial
plans called for a 6 foot depression in the
roofline over the main entrance. This
feature would have reduced the visual
impact of the proposed 150 foot long
structure on surrounding residential
properties.
The Luther Child Center operates on a 34
acre campus.
R-1 Single -Family Low Density
Land Use/Zoning: North: Park/R-1
South: Multi -Family, Single -Family
R-2/R-3
East: Single-Family/R-1
West: Single-Family/R-1
of Agency Responses:
Public Works:
Water: There is an existing 6" C. 1. main that runs
across this site enroute to Forest Park.
There is an existing private fire hydrant on
site; however, the pressure in the area
should be about 50 P.
