i <br />Plarning Commission Minu <br />February 13, 1980 <br />Page - 8 - <br />They are in agreement with all of the Staff recommendations except: I <br />1. That the requirement that the Power of Attorney be eliminated. <br />2. That the requirement of the corner be eliminated. <br />Celia was asked by Mr. Hummel to explain the parallel sewer interceptor. There <br />is currently a sewer trunk system that takes the sewer from this area and delivers that <br />sewage to the sewer treatment plant in the northeast portion of Everett. That inter- <br />ceptor is at capacity. It does not need to be replaced as it is in good condition, <br />but needs to have greater capacity, so a parallel system will be run along the side of <br />the existing system to create more capacity to take care of the new development that <br />is occurring in Everett. <br />Mr. Newton emphasized the Board of Luther Child Center made a decision several <br />years ago to provide space at the Center for other compatible agencies at far below <br />current market rates. <br />CITIZEN CO!OIENT <br />Mr. Virgil Morgan, 4503 Federal <br />Mr. Morgan spoke in opposition of making Federal an arterial and an L. I. D. <br />He expressed concerns over the drainage problems that now exist. <br />Gerry Ervine read a memo from Public Works assuring the waterwould be held onsite <br />and stated the City Ordinance states there should not be an increase in the storm water <br />runoff over the predevelopment rate. <br />MOTION <br />Mr. Hummel moved that it be recommended by the Planning Commission to City Council <br />that the application for the Special Property Use Permit be granted to the Luther Child <br />Center with the 10 Conditions outlined in the Staff's Report with the following excep- <br />tions: <br />Condition Number 3 shall read; <br />3. Additional right of way shall be provided on 46th Street from <br />Federal to the west to maintain a 50 foot width. (The current <br />width of 46th tapers from approximately 50 feet, 900 feet west <br />of Federal to approximately 25 feet at its intersection with Federal.) <br />Strike Condition 4 in its entirety. <br />Mr. Torgeson seconded the motion. <br />Discussion followed and Mr. Torgeson asked that it be made a matter of record that <br />the reasons for changing the conditions as submitted by Staff was because of the un- <br />uniqueness of the site, the practicality of the proposal and the aesthetic value. <br />VOTE: <br />FOR: 6 (Mr. Hummel, Mr. Gcniesse, Mr. Torgeson, Mrs. Marsh, Mr. Simpson, Mr. <br />Friel) AGAINST: 0; ABSENT: 1 (Mr. Faulkner); ABSTAIN: 0 <br />
