That the requirement of the corner be eliminated. Celia was asked by Mr. Hummel to explain the parallel sewer interceptor. There is currently a sewer trunk system that takes the sewer from this area and delivers that sewage to the sewer treatment plant in the northeast portion of Everett. That inter- ceptor is at capacity. It does not need to be replaced as it is in good condition, but needs to have greater capacity, so a parallel system will be run along the side of the existing system to create more capacity to take care of the new development that is occurring in Everett. Mr. Newton emphasized the Board of Luther Child Center made a decision several years ago to provide space at the Center for other compatible agencies at far below current market rates. CITIZEN CO!OIENT Mr. Virgil Morgan, 4503 Federal Mr. Morgan spoke in opposition of making Federal an arterial and an L. I. D. He expressed concerns over the drainage problems that now exist. Gerry Ervine read a memo from Public Works assuring the waterwould be held onsite and stated the City Ordinance states there should not be an increase in the storm water runoff over the predevelopment rate. MOTION Mr. Hummel moved that it be recommended by the Planning Commission to City Council that the application for the Special Property Use Permit be granted to the Luther Child Center with the 10 Conditions outlined in the Staff's Report with the following excep- tions: Condition Number 3 shall read; 3. Additional right of way shall be provided on 46th Street from Federal to the west to maintain a 50 foot width. (The current width of 46th tapers from approximately 50 feet, 900 feet west of Federal to approximately 25 feet at its intersection with Federal.) Strike Condition 4 in its entirety. Mr. Torgeson seconded the motion. Discussion followed and Mr. Torgeson asked that it be made a matter of record that the reasons for changing the conditions as submitted by Staff was because of the un- uniqueness of the site, the practicality of the proposal and the aesthetic value.
