FINDINGS OF FACT 1. The kpplicant has requested approval of a Special Property Use Permit for the purpose of converting an existing dormitory that has been used as a residential treatment center on property located at 4526 Federal Avenue, Everett, Washington, and more particularly described as set forth above. It is the intent of the Applicant to convert the existing dormitory to a pediatric and diagnostic treatment clinic to be operated by Providence Hospital in conjunction with the Providence Hospital operations within the City of Everett. 2. The building that is the subject of this request is a 4,400 square foot building. It is located in ;-he Luther Child Center campus. It has been used as a live-in residential treatment facility for children, and has been used in conjunction with seven ether buildings on the campus. 3. The subject property is zoned R-1, Single Family Low Density Residential. However, the property has been used as the Luther Child Center campus for over twelve years. A
