The surrounding properties have the following land use <br />and zoning designations: <br />north: Forest Park/R-1; south: ngle & Multiple <br />Family/R-1, R-2, R-3; east: Single Family/R-1; west: <br />vacant/R-1 <br />5. The historical use of the Luther Child Center has been <br />to provide the City of Everett with services for <br />children. The proposed conversion of the subject <br />building to a pediatric and diagnostic treatment clinic <br />will be consistent with the historical use. <br />6. The access to the subject building is off of 46th Street <br />S.E. onto parking lots servicing the other buildings <br />within the site. <br />7. There are 23 parking spaces for the subject building. A <br />parking analysis has been completed by the Luther Child <br />Center and the Providence Hospital and it has been <br />determined that there is no need for additional parking <br />to be provided on site with the conversion. <br />8. In order for a Special Property Use Permit to be granted <br />within the City of Everett the criteria as set forth in <br />Section 19.58.010 of the Everett Municipal Code must be <br />met. The specific criteria that must be met must <br />include: <br />A. The use must be compatible with uses of the <br />surrounding properties; <br />B. The use must not create any adverse environmental <br />impact; and <br />C. There must be a showing of public need. <br />9. The proposed use of the subject building as a pediatric <br />and diagnostic treatment clinic is compatible with the <br />activities on the remainder of the campus. <br />10. No additional construction is proposed. There will be <br />remodeling for conversion purposes. <br />11. The proposed clinic will not create an additional <br />environmental impact on the Luther Child Center nor the <br />surrounding neighborhoods. <br />
