ra- <br />L. <br />Luther Child Center <br />Special Property Use Permit 7-84 <br />Page -5- <br />12. The proposed clinic will provide services for children <br />who have developmental problems, developmental trauma, <br />or who are situated in potentially risky psychosocial <br />environments. Thus the clinic will provide valuable <br />services to the general public. <br />13. The Everett Planning Department recommended approval of <br />the Special Property Use Permit subject to the following <br />conditions: <br />1. Grant a covenant to the City of Everett consenting <br />to the future formation of a Local Improvement <br />District involving the abutting streets - 46th <br />Street S.E. and Federal Avenue. <br />2. Dedicate any property south of a proposed north <br />right-of-way line to 46th Street S.E. for public <br />right-of-way. (Said line being 42.5 feet north of <br />Block 1 and 2 of the Plat of College Hill <br />Addition.) Together with a fillet with radius 30' <br />on the S.E. and the N.E. corner of Luther Child <br />Center property for right-of-way purposes. <br />3. A 15' easement for existing public 36" water main <br />running across south edge of property and again <br />across N.E. corner of property. <br />4. If parking demand exceeds supply as determined by <br />the City Traffic Engineer, the Applicant shall <br />improve the north side of 46th Street S.E. for <br />angle parking. This parking shall be designed in <br />a manner acceptable to the City Public Works <br />Department if required. overflow parking shall <br />continue to be provided on the lawn area when <br />major events occur. <br />14. At the hearing the City of Everett withdrew the <br />recommended Condition Y1 which would require the <br />Applicant to grant a covenant to the City of Everett <br />concerning the future formation of a Local Improvement <br />District involving the abutting streets - 46th Street <br />S.E. and Federal Avenue. The withdrawal was done after <br />meetings and discussions with the neighborhood and <br />Applicant. <br />15. A spokesman for the Applicant testified to be in support <br />of the recommendation of approval of the Special <br />Property Use Permit. The spokesman did contest some of <br />the recommended conditions of approval. <br />f <br />1 <br />
