The landscaping, buffering and screening of buildings, parking, loading ana storage <br /> areas, especially as they relate to more sensitive land uses. <br /> Fi�din�i; The ground equipment area is already screened from public view due to careful siting <br /> in an �xi:�ting ground leased area approximately 15' behind AT&T's current ground lease area. <br /> The expansion will be installed in the same manner, so the new equipment will not increase the <br /> visibility of the ground equipment. The antennas will be located on an existing utility pole and <br /> utilize the same installation design as the existing antennas on the existing utility pole. There <br /> are no new parking or loading areas planned and no additional storage. The entire facility is a <br /> passive use, and �vill nct impact adjacent uses. <br /> Conclusion: The site presently contains indigenous piants as required by the city to help <br /> screen the equipment. The existing landscaping and native vegetation will provide a continuous <br /> screen of the facility. <br /> 8. The generation of nuisance irritants such as noise, smoke, dust, odor, glare, visuai <br /> blight or other undesirable impacts. <br /> Findin : No odors, dust, glare, smoke will be generated. Visual impact will be minimal. There <br /> will be antennas located on an existing utility pole and will bfend with the current antennas. The <br /> top poriion of the pole will be visible from a few surrounding roads and residences. Some noise <br /> will emit from the site a s a �esult of air conditioning units���thin the radio equipment, however, <br /> this noise will be below ihe City of EveretYs Noise Threshold. <br /> Conclusion: The project will not generate any nuisance irritants such as noise, smoke, dust, <br /> odor, glare, visual blight. <br /> 9. Cnnsistency with the goals and policies of the Everett General Plan for the area and <br /> land use designation in which the properly is loaated. <br /> Findin : The proposed construction is a modification to a co-location on an existing site. Co- <br /> locaiions minimize ihe need for new sites, which are much more invasive to the community than <br /> a co-location on an existing structure. The code specifically states that installation or co-location <br /> of anlennas on existing or replacement towers or structures shall be preferred unless the <br /> proponent can demonstrate that a new structure is necessary to adequately serve the needs of <br /> the public. <br /> Conciusion: The use is consistent with the General Plan and the Everett Municipal Code. <br /> Within residential zones,wireless facilities are an allowed use, subject io siting guidelines found <br /> under EMC 41.15�.0.1.b and the granting of a permit under Type II process (due to location in a <br /> residential zone.) <br /> 3 <br /> � <br /> �-- <br />
