The AppIicanl requested approval of a Shoreline Permit for lhe development of <br /> Phase#1 of a mixed use development project commonly known as the Port <br /> Gardner Wharf. Ttie Port Gardner Whar(proposal is part of the ApplicanPs North <br /> Marina redevelopment project Ihat consists of resiG..ntial, retail, office, <br /> restaurants, {odging, and marina suppori uses. The wharf project would also <br /> consist of a 1.5 mile pedesirian esplanade, an outdoor amphitheater, marfna <br /> parking and services, and public parking. The 65-acre projeci is projected to be <br /> developed on the west of West Marine View Drive (between the 1000 and 1600 <br /> Blocks) in the City of Everett,Washington. The pro�ect is a jofnt publicJprivate <br /> effort that i�cludes partiapation with the Applicant and Ihe Maritime Trust Nhich <br /> is lhe Applicant's development partner. The Applicant would develop the site In <br /> stages and phases, and separate Shoreline Permits wil� be required for all of the <br /> development. 1'he instant project is subject lo the Washington State Shoreline <br /> Acl because of the close proximity to a significan+ shoreline within lhe State of <br /> Washington (Pugel Sound)and because ihe cost exceeds the threshdd of <br /> $5,000.0�. <br /> The enlire project is a public and private effort lhat indudes cooperation of <br /> private enterpnse with the Appliqnt and iis development partner, MariUme Trust. <br /> It is anlicipated that ihe interior portions of the site would be sold to Maritime <br /> Trusl for residential developmenl. The Applipnt, however, would retain <br /> ownership of the commercial properties, pubtic roads, amphitheater and <br /> esplanade. (finding 1J <br /> 2. The Appiicant is proposing with the initial application improvements as tollows: <br /> A. Sile preparation including the demolilion of nearly 50 buildings (20 which <br /> are localed within the 200'shoreline jurisdiction); the implementalion of a <br /> voluntary clean-up plan tor the soils; and general ground improvements. <br /> B. ConslrucGon of public improvemenls, including a waterfront <br /> amphitheater/plaza and a 15-20 foot wide esplanade along lhe entire <br /> shoreline perimeter; public walkway conneclions to the esplanade; and <br /> vehicular and ulility infraslructure. <br /> C. Marina suppori facilitles of:an 8,000 square foot boating Gub with 6,000 <br /> square feel o(services/retail fw boaters and 2,000 square (eet of <br /> restrooms; reconfiguralion, landscaping, and securing of parking for <br /> marina slip tenants; relocatlon of a fuel storage tank; construction of lwo <br /> new reslroom and shower(acilities along 14th Streel walkway for boater <br /> and public use; and two 11,200 square tool commerdal buildings along <br /> ihe 14th Street walkway to serve the marina. <br /> D.
