Other <br /> improvements would be renovation and expansion of the MSRC building <br /> from 36,000 to 46,500 square feet to accommodale boal repair <br /> businesses, and three sales and service buildings (3,000 -4,000 square <br /> feel) south and soulheast ot the MSRC building. <br /> F. Parking dedicated to marina slip holders (300 spaces), and a mix of on- <br /> site parking and on-street parking. <br /> G. Retail and office buildings to be located west of ihe Craftsmen Districl <br /> providing up to 27,000 square feet of floor area. <br /> (Cnding 2) <br /> 3. The City of Everett Hearing Examiner may approve a Shoreline Perrrut only if the <br /> following criteria of EMC 19.33.D.030(A) and the ESMP Section 2,3 are salisfied: <br /> (1) Policies and Procedures of lhe Shoreline Act of 1971, RCW 90.58, as <br /> amended, <br /> �2 ESMP, EMC 19.33.D, and <br /> 3; Slate Environmenlal Pdicy Act, RCW 43.21.0 <br /> 4. The proposal is consistenl wilh the provisions o(lhe Washington Stale Shoreline <br /> Managemenl Act, RCW 90.56. Il is a cooperative program of shoreline <br /> management between the City of Everetl and the State of Washinglon. The City <br /> of Everetl has the primary responsibiliiy of iniliatfng the planning as required by <br /> lhis chapler for lhe waleriront of lhe City, and the ESMP provides goais and <br /> policies for ensuring the development within the shorelines, induding ihe Puget <br /> Sound, is consistent with the poliaes and provisions ot EMC 90.58. The project <br /> has been reviewed pursuant to these requirements, and the project, as proposed <br /> by the Applicant, is consislenl with Ihe 5horeline Acl. (fi,idings 3-5, 9-29) <br /> 5. The proposai is consistent with the poliaes of lhe Shoreline Management Acl <br /> because it provides for industrial and comrr�cial development while facilitating <br /> public access with social, culturai, and recreational activities. The proposa! Is <br /> ad�acent to, and will provide services to, marinas, bul would nol impede <br /> navigable waters. (findings 14-18) <br /> 6. The Biological [valuation oi the area in which lhe project is io be done has <br /> determined thal no andangered spedes are adversely impacted. The City and <br /> the Applicanl Ihrough lhe Deveiopment Agreement and the EIS have ensured <br /> that no significant adverse environmental impacts would be associated with the <br /> proposal. (findings 4, 29, 30) <br /> 7. The proposal is consislenl wilh the applicabie shoreline regulations of the 5tate <br /> of Washingion, as well as th� City of Everett. The project is being reviewed <br /> pursuant to the crileria of iNAC 173-27-150. The proposed proJect would be <br /> consistent with lhe approved ESMP. (�ndings 3-5, 9-29) <br /> 8. Phase #1 of the proposed project is consistent with lhe goals of ESMP because it <br /> seeks to promote a balance between ecenomic developmenl, public access, and <br /> environmenlal prolection. Wilh condifions of the Development Agreement and <br /> the condilions of ihis Shoreline Permit, ihe proposal would comply with the goals, <br /> 14�;�3 <br />
