2. The three variances addressed in the findings of this document are necessary <br /> because of exceplional and extraordinary circumstances. The extraordinary <br /> circumstances include the topography and location of the subjecl property, the <br /> previous develupment that occurred approximately 30 years ago and lhe change <br /> in the zoning standards since the properly was developed. The variances are <br /> needed to repair and upgrade the structure on-site. (iindings 6 fhrough 10) <br /> 3. The requested variances will not be materially detrimental to the properly or to <br /> the general area in which it is located. (finding 11) <br /> 4. The granting of the variances will allow the Applicants to deve!op lhe subject <br /> property in a manner that it has hislorically been developed and in a manner that <br /> is similar to other properties in the general vicinity. ((inding 12) <br /> 5. The granting of the variances is the minimum necessary to allow the subject <br /> property ihe general rights of olher property owners in the area. (finding 13) <br /> 6. The proposed variances are consistent with the goals and policies of the Everelt <br /> General Comprehensive Plan. The variances do not increase the density as <br /> projected by General Comprehensive Pian designation and allow for the existing <br /> single-family residence to be consislent wilh other single-family residences within <br /> ihe City. (finding 14) <br /> 7. The proposed variances are nol the result of a self-created hardship. (findings <br /> 15 & 17) <br /> DECISION <br /> Based upon the preceding Findings of Fact and Conclusions and tesiimony and <br /> evidence submilted at the public hearing, it is hereby ordered that the Appiicants' <br /> request (or a variance to reduce the required 20-foot front setback at 4302 Crescent <br /> Avenue, Everetl, Washinglon l0 12.09 feet is granted. A variance from the required <br /> flve-foot side setback from the north interior property line is granted for a reduciion to <br /> 3.32 feet. A variance for an uncovered deck to exceed 42-inches above grade and <br /> encroach into a front setback area in excess of fifty-perce�t of the required setback <br /> deplh is grarted. These variances are granted subject lo the conditions as listed <br /> herein. <br /> 1 . Any furlher development on the subject properly must satisfy the current <br /> setbacks of the R-1 zone. <br /> 2. Any development of the subjecl properly, including lhat activity for which the <br /> variances are granted, requires conslruction permits from ihe City of Everett. All <br /> construction musl comply with the current City of Everett building codes. <br /> sl� <br />
