. .
 ( _ ._
PLANNING DIRECTOR DECISION •
R'eVIEW PROCESS I #T-98
April 14, 1998
The City of Everett Planning Director grants approval of a request by John Kvenmo,
16212 Bothell Way SE#325, Mill Creek, WA 88012 to construct a private access drive on
a steep slope area with two single tamily resldences at 4309 & 4315 Crescent Avenue
with the follow(ng conditions:
. Fuil compliance with the recommendations of the geotechnical study by Alpha
Engineerine/George Gercis, dated January 15, 1998 and subsequent addendum dated
February 5, 1998 is reqi.ired. Work shall be done under the supervision and inspection of
Alpha Engineering/Gecrge Gergis.
The access driveway will be placed on a slope of over 40%. Subsection 37.040.D of the City of
Everett Zoning Code designates slopes of 40% or greater as an environmentally sensitive
feature. Subsection 37.080.8 requires a 25 foot buffer from the top of the slope. Subsection
37.080.0 allows the Planning Director to authorize the alteration of a slope if he/she approves a
geotechnical report which demonstrates that:
1. the proposed development will not create a hazard to the subject property, surcounding
properties or rights-of-way, erosio or sedimentation to oY-site properties or bodies of water;
and
2. the proposal addresses the existing geological constraints of the site, including an
assessment of soils and hydrology; and
3. the proposed method of construction will reduce erosion potential, landslide and seismic
hazard potential, and will improve or not adversely affect the stability of slopes; and
4. the proposal uses construction techniques which minimize disruption of existing topography
and natural vegetation; and
5. the proposal is consistent with the purposes and provisions of this Ordinance; and
6. the proposal mitigates all impacts identified in the geotechnical report; and
7. all utilities and access roads or driveways to and within the site be located so as to require
the minimum amount of modification to slopes, vegetation or geologically hazardous areas.
CONCLUSIONS: The following conclusions are based upon the findings of the geotechnical
report prepared by Alpha Engineering/George Gergis.
1. Tfie proposed development will not have a negative effect on the property or its neighboring
sites considering the following:
a) The location of the structures are as per the geotechnical report and over slopes not to exceed 42%
maximum.
