As expinined Uy the contrector, the fonn was not properly construcleel <br />and bmkc during the pour, resultinb in the bulge. Additionally, the top of Uie stem wall ' <br />was not Ic��el and reyuircJ grout to provide cyual bcaring of thc sill plate. It is the <br />opinio:i of this ofticc thot tlicsc itcros will not compromise thc structurc. An additional <br />note is the slcm �vnll ��t lhe garage cntry.
