A <br />Everett, WA 98201 <br />Protect: Daycare Occupancy Feasibility Review <br />Site Address: 4708 Dogwood Dr <br />Dear Mr. Wagner and Mr. Chaves-Velando, <br />Thank you for both your interest in finding a location to open a daycare center in Everett. <br />We met on October 15111 to discuss the feasibility of a change of occupancy for 4708 Dogwood Dr <br />from a business (B) occupancy (with a nursery) to a licensed daycare (E) occupancy. <br />An Everett building department certificate of occupancy was issued for a for a tenant improvement of <br />offices, nursery in 1990. If the building was used for a different occupancy as educational use, the <br />building owner was responsible to submit revisions to change the occupancy: <br />"No change in the character of an occupancy of a building shall be made without a certificate of <br />occupancy, certifying that the building complies with all provisions of this code," UBC 1988 <br />section 502. <br />The approved use of this building as a daycare in 1990 would have required construction revisions at <br />that time, some of which are noted below: <br />1. If the classification of this building should have been daycare (E) in 1990, the following <br />educational occupancy code requirements would have applied at the time of building permit <br />application in January of that year: <br />An automatic detection system was required for a daycare occupant load greater than 50, <br />•per UBC 1988 section 809. The occupant load is determined by floor area within the <br />exterior walls divided by 35 square feet (sf) for daycare use, and 100 sf for general use, per <br />UBC 1988 table 33-A. <br />• A one -hour occupancy separation was required between occupancies (B and E), per UBC <br />1988 table 5-B. <br />• The north wall of the building would have required protected openings if the distance to the <br />property line is less than ten feet, per UBC 1988 table 5-A. <br />Current code requirements for daycare (E) are even more restrictive in regards to suppression: <br />• An occupant load over 50 requires an automatic sprinkler system, per IBC section 903.2.3. <br />The occupant load is determined Ly floor area within the exterior walls divided by 35 square <br />feet (sf) net floor area for daycare use, and 100 sf gross floor area per occupant for <br />business use, per IBC table 1004.1.1. <br />Additionally, a change in occupancy from a business to educational occupancy where the <br />•building area, as defined by IBC section 502, exceeds 5000 square feet requires automatic <br />suppression, per EMC 16.76.060 and EMC 16.76.037. <br />wired when the gross floor area of a building exceeds three <br />Automatic detection is req _ <br />thousand square feet, per EMC 16.76.035. <br />
