LOT SECURTfY (Everett School District) T7re commenror war concerned about <br /> � criminal acuvity at the site. <br /> Pazk and Ride Locs, and other lazge pazldng areas are geneially more prone to <br /> some criminal acavity. For this reason, sites in developed areas where there is <br /> ongoing acdvity are preferred over remotely located sites. In Stage 1, the bingo <br /> hall and other business acdvity is ezpected to minimize any security problems. In <br /> Stage 2, the site will be more acdve wi�� �he largor number of commuters and <br /> vazied usage times. In addition, the propose� landscaping is designed to allow <br /> views into the site from adjacent roadwa�•; and limital views from the adjacent <br /> reside��tial areas. <br /> In addidon, the Security division of Community Transit regulazly patrols all pazk <br /> and ride lots in their junsdiction. This coverage supplements the normal <br /> circuladon of state and local authorides. Community Transit is actively involved <br /> in lot security and crime prevention at all park and ride sites. No effect on school <br /> children is ezpectai. <br /> 15. PUBLIC INVOLVEMENT (Anne Stamm, Robert Betker) Commentors were <br /> concerned that adequate notice to the public was not given. • <br /> In addition to the public hearing, public involvement for this proposal included <br /> open houses in May 1989 and July of 1990. Legal nodces announcing the open <br /> houses and hearings were publishe� in The Hetald and the Snohomish County <br /> Tribune. Nodces were mailed to individoals on the proposal's intemst list and <br /> poste� at businesses in the general area. <br /> 16. "KISS AND RIDE" AREA (Anne Stamm) Commentor rcquested a designvted <br /> area for dropping o,(J`'and picking up commuters. <br /> No designated "Kiss and Ride" areas are proposed. The site is ezpected to provide <br /> ade�aate parldng for all uses. <br /> 17. BINGO HALL LEASE (William Anderson, John Beadle, Chuck Widdis, Rick <br /> Beadle) The commentors requested rhar rhe proposal's proponents honor rhe <br /> existing leare with the current properry owner. <br /> The disposition of the existing tenant / owner lease artangement will be formally <br /> negodated after approval of the Right of Way Plans. . <br /> 18. COMMUDTITY DISRUPTION/ COMMUNITY VAI;UE (John Beadle, Chris <br /> DeL,eone, Dennis McLaughlin, Bucic Dendnger, Rick Issacson) The commentors <br /> stated that the bingo operation is of value to the community, as opposed to rhe FA <br /> srarement that rhe faciliry is nor valunble to eommuniry characrer. <br /> The EA statement did not imply that the bingo hall was not valuable to the <br /> community, only that it was not a determinant of the character of the communiry. <br /> Moving the bingo operaflon from its present locafion would not be a detriment to <br /> the city or the community. Similazly, the majoriry of tenants on the remainder of <br /> Site 1 provide litUe or no service to the sutrounding communiry. <br /> 5 <br />
