WA 98007 <br /> Re: Environmental Assessment for Everett Park and Ride Lot <br /> Deer Mr. Johnson: <br /> • Thank you for the opponunity to comment on the environmental assessment for the <br /> proposed Everett park and ride lat. The City has reviewed the proposal for <br /> conformance with General Plan policies, Zoning Code requiremants, and other City <br /> ordinances that mitigate impacts of development. Pny decision issued to approve a <br /> park and ride lot on Site 1 or Site 3 should be subject to the praposal complying <br /> � with the following mitigatian measures: <br /> 1. The State Growth Manegement Act requires State agencies to comply with <br /> local comprehensive plans. The SEPA decision document issued by DOT <br /> should implement the City's General Plan policia; with regard [o 'Gateway" <br /> corridors. Both site 1 and site 3 are designated commeicial by the Land Use <br /> Map of the General Plan. Commercial Land Use General Policy J117 <br /> designates both I-5 and 79th Avenue SE as gateway entry corridors inta the <br /> city, and calts for the aesthetic enhancement of all such corridors which <br /> provide antry into the city, including provision of enhanced landscaping to <br /> upgrade Everett's image. Miti9ation requirements for the park and ride lot <br /> should include landscaping in excess of .that required by the Zoning Code <br /> along 19th Avenue SE and I-5. This may consist ot larger landscaped areas, <br /> denser screening, taller trees, and larger specimens than required by the a <br /> Zoning Code. Landscaping should include street trees spaced at a minimum <br /> of 30 feet on center, with species to be approved by the Parks Department. <br /> "i he City recommends that additional plantings be provided withi� the State <br /> highway righrof-way in order to bring the standards for these sites up to che <br /> level found funher to the north and to the south, where the I-5 right-of•way <br /> corridor contains beautiful evergreen and deciduous trees. <br /> 2. The City has adopted policies regarding landscaping and aesthetics which <br /> have heen implemented by City Council through the adoption of regulations in <br /> the City's Zoning Code.
