All utiiities and acxess roads or driveways to and within the site be located so as <br /> ' to require the mfnimum amounl of modification to slopes, vegetation or <br /> geologically hazardous areas. <br /> The Planning Director's conclusions are as follows: <br /> 1. The proposed deve/opment wlll not create a hazard to the sub/eet prop�rty, <br /> surrounding propertfes or Nghts-o%way, erosJon or sedlmentatlon to o!r s1M <br /> prope►iles w 6odles o/water. There is an existing structure located where the <br /> proposed garage is to be constructed. The proposed garage would be <br /> approximately 8-9 feet from top of bank, which is further from top ot bank than the <br /> existing structure. The existing house foundatfons were ins,:scted for signs of <br /> settlement or difierential movemenl. Exterior walls of the house covered by cedar <br /> lap siding were in excellent condition, and there was no evidence of foundation <br /> distress. The retafning walls constructed for the shed which is located below the <br /> existing carport were noted as being in good condition (Pride, Inc. 3/26/02). <br /> The Ciry of Everett Board of Adjustment granted a variance for an 8 foot front <br /> setback from the south property line. The proposed structure should not <br /> negatively impact righls-of-ways, neighboring properties, or bodies of water. <br /> 2. The proposal addresses the exlsting geological consMalnts o/the s1M, <br /> inc/uding an assessment of solls and hydrology. This project was evaluated <br /> by a geotechnical consultant prior to construction. Two shallow excavations were <br /> made along the easterly side of lhe house. The site is underlain by Advanced <br /> Outwash (Qva) deposits consisting primarily of silty sands and graveis. These <br /> soils are exposed on the slopes below the residence, and they are generally <br /> moderately dense to dense where undisturbed. Some fill has been cast over the <br /> edge of the rear yard area which was retained by old railroad ties. Depth oF flll at <br /> the top of slope in the area of the proposed garage was eatimeted to range irom 5 <br /> to 8 feet (Pride, Inc. 3/26/02). . <br /> i <br /> Isolated footings for the garage are to be located within 8 or 9 feet of the easterly <br /> � <br />
