CITZZF.N'S CObIPLAINT � Madge Jacot�son, ooiner of property at 1711 Er.gland Avenue said in June of 1977 she had cont•acted the water dcoartmenl- and was verbally informed . that she could get oiater from Fiolbrook up Dover to the alley and down the a11ey to her property with a 1 or 1; inch line. She said she had been told to go ahead and get her plans, builder, and financing, etc. and thaL this would be allo�::ed. Sincc that time she had been told that this ivas not possible accordinq to the ordi�ance. Dtarv Elaglund said a deceloper must pay for the installation of this sort of water line. Fie said the estinated cost for thc installation of the line was $3,232 for a six-inch watex linc according to the ordinance. Lloyd Fienning, City finqinecr, felt that the policy had to be established • by the city for installation of water lines, etc. If various uses were ' madc of the right of way such as different types of water lines, sewer, ' etc. the city would have no control on it at all.
