i <br /> The Cily finds lhat the proposed construction of a single family <br /> residence is not out of scale or character with th�� neighborhood, and <br /> therefore the proposed setbacks modification snould not be <br /> detrimental to the site, or surrounding area. <br /> b. Conclusions: The City provided written notice to all property <br /> owners within 300 feet of the subject site; one comment was <br /> received. The proposal should not be materially detrimenlal to the <br /> neighborhood area or the City as a whole. <br /> Criterion No. 3: <br /> That the variance will only grant the subject property the same general rights <br /> enjoyed by other property in the same area and zone as the subject property. <br /> a. Findinqs: The applicant has stated that the requested variance is to <br /> accommodate the consiruction of a single family residence with <br /> required off street parking, and that these rights have been enjoyed <br /> by otlier properties in the neighborhood. The applicant has stated <br /> that the proposed residence will be located at a very similar setback <br /> to the neighboring properties. <br /> There have been several variances approved for neighboring <br /> property owners within close proximity to the subject sile. These <br /> have included setback variances for garages, and decks. The basis <br /> for the approval of several of the past variances has been the <br /> topography challenges of the lots. <br /> b. Conclusions: Most of the properties adjacent to the subject site <br /> have been developed with single family residences. A review of the <br /> neighborhood area does show other properties which appear to have <br /> structures located within required setback areas, that have been <br /> approved through the variance process. <br /> Criterion No. 4: <br /> That the variance is the minimum necessary to allow the subject property the <br /> general rights described in Criterion 3. <br /> a. Findinqs: See Criteria #3. <br /> b. Conclusio�s: See Criteria #3 <br /> Criterion No. 5: <br /> The granting of the variance is consistent with the goals and policies oi the <br /> Everett General Plan. <br /> a. Findinqs: The Everett General Plan designates this property as 1.2, <br /> Single Family Detached 5-10 Dweilings per gross acre. <br /> b. Conclusions: The proposed use of the subject propFrty for single <br /> family residenlial purposes is consistent with the Everett General <br /> Plan. <br /> 3��') <br />
