Existing site vegetation will need to be removed to <br /> accommodate site development, however proper site grading and drainage control <br /> measures should help to maintain the slope stability currenlly present on site. <br /> Under no circumstances should waler be allowed to flow uncontrolled over the <br /> slope; water shouid not be allowed to stand in any area where footings, slabs, <br /> rockeries, or pavements are to be constructed (NGAI Pg. 12). <br /> 5. The proposal is consistent with the purposes and provisions of this <br /> Ordinance. The geotechnical report provides recommendations (or <br /> development of lhe site. <br /> 6. Tlie proposal mitigates all impacts identified in the geotechnical report. <br /> Development on site shall be in accordance with the findings and <br /> recommendations contained in the geotechnical report prepared for the proposed <br /> development on site by Nelson Geotechnical Associates, Inc. <br /> 7. All utilities and access roads or driveways to and within the site be located <br /> so as to require the minimum amount of modification to slopes, vegetation <br /> or geologically hazardous areas. Utilities and a driveway will be installed on <br /> site. The driveway will need to meet ail city standards for grade and construction <br /> materials, as well as follow the construction techniques outlined by NGAI. <br /> DECISION: The City of Everett Planning Director hereby grants approval to modify the <br /> steep slope areas located at 1718 England Avenue, in order to allow for the construction <br /> of a new single family residence with the (ollowing conditions: <br /> 1. A Public Works Permit is required for this project. Detailed drawings in <br /> accordance with City Design and Construclion Standards shall be submitted to the <br /> Public Works Department, showing site parking layout, landscaping, utilities, <br /> storm drainage, temporary construciion erosion control, and ali required <br /> improvements in the pubiic right-of-way. Public Works Department approval of <br /> these drawings is required prior to any permits being issued. All improvements <br /> shall be completed before the Occupancy Permit is issued. <br /> 2. Any grading/fill on tl�is site shall be done so as to not impact the surrounding <br /> properties. <br /> 3. Special charges for connection to the sewer and water systems in accordance <br /> with Ordinance 1998-94 and subsequent revision are applicable. These charges <br /> are based on projected water usage and can be substantial. Applicant is <br /> encouraged to obtain a copy of the Ordinance and determine estimated charges <br /> prior to building permit application. The actual charges shall be computed by the <br /> Public Works Department per the ordinance in effect at the time and according to <br /> the informalion on the approved plans at the time of buiiding permit issuance. <br /> 4. City streets and aileys are to be kept clear of dirt and debris at ail limes during <br /> construction. Dust suppression and street cleaning must occur as directed by the <br /> Public Works Inspector. <br /> �� <br />
