( ( <br /> � <br /> CITY OF EVERETT <br /> NOTICE OF PLANNING DIRECTOR DETERMINATION <br /> REVIEW PROCESS II #02-009 <br /> November 27, 2002 <br /> Property Owner: Allan Hemmat <br /> 1611 Everett Avenue <br /> Everett, WA 98201 <br /> Representative: Frank Gonzales <br /> 16212 Bothell-Everett Hwy F-239 <br /> Mill Creek, WA 98012 <br /> Proposal: The City of Everett Planning Department has received a request for a <br /> comprehensive sign design proposal for the building located at 1611 Everett Avenue. The <br /> proposal is the installation of a new projecting sign structure along the building frontage on <br /> Everett Avenue. The building is located within the B-3, Central Business Zone. Section 36.170 <br /> establishes the provisions for each sign category. The subject site falls within the regulations <br /> for sign category C, which allows the construction of both projecting and wall signs with the <br /> following standards: aJ the sign shall have a minimum clearance of eight feet above grade and <br /> not project more than six feet from the building facade; b) the maximum sign area shall be <br /> twer,ty four(24) square feet; c) the sign shall be supported only with ornamental structural <br /> supports. Guy wires and angle irons are prohibited; d) the maximum amount of wall signage <br /> permitted is 15% of the fa�ade up to 60 square feet. Projecting signs can be used in lieu of <br /> wall signs. <br /> The applicant is proposing to place a 72 square foot projecting sign on the south building <br /> fa�ade. The proposed sign would be illuminated. <br /> Findings: Section 36.210 of the City's Zoning Code allows for an application to be made to <br /> the Planning Director for special consideration whereby deviations from the typical sign <br /> requirements and restrictions may be permitted when an applicant proposes a Comprehensive ' <br /> Design Plan to integrate signs into the framework of the building or buildings, landscaping, and <br /> other design features of the property, utilizing an overall design theme. The Planning Director, ' <br /> using Review Process II, shall evaluate the proposal based upon the following criteria: <br /> 1. Whether the proposal manifests exceptional visual harmony between the siqn buildin s ' <br /> and other components of the subject property throuqh the use of a consistent desiqn <br /> theme; <br /> The building has a specific color and architectural design theme incorporated into it, which , <br /> includes aqua and white. This building color scheme will be incorporated into the proposed <br /> sign. "fhe building also is historic in nature with a Georgian Revival style, which will be <br /> replicated on the proposed sign. The sign coloring and design shall match the approved <br /> sign theme plan dated November 7, 2002 on file with planning staff. <br /> � <br /> ��3 j <br />
