6. The Applicani's lots are long developed wiih lot #3 having a history ihat goes <br /> back to the 1890's. Lot #2 was developed in the 1940's as an accessory garage. <br /> Lot #1 has been the main single-family residence for over 50 years. (exhibit 4, <br /> Milfer festimony) <br /> 7. The subject property is heavily landscaped with English Ivy, Portuguese Laurei, <br /> and Wisteria. There are well trimmed hedges on all four lots. (exhibit 4) <br /> 8. The Applicant proposes a detached garage which would be an update from the <br /> existing garage on-site. The Applicant proposes a tall, narrow structure with <br /> wood exterior that would match the siding of the house on lot �3 and also be <br /> consistent with other properties in the area. (exhibit 4) <br /> 9. The construction began as a remodel of the detached garage, but it became <br /> apparent to the Applicant that a new foundation was required. As a result the old <br /> structure was jacked up and a new foundation was determined to be needed. It <br /> was at that time lhat the walls were removed and dismantied for safety purposes. <br /> (exhibit 4) <br /> 10. The proposed detached garage ��ill cause no view obstructions and will only be <br /> s�en from the south and west of ihe subject property, the areas used for truck <br /> parking. It will not be detrimental to any neighbors in the area. (exhibit 4) <br /> 11. There will be no aesthetic impact to the properties in the general area. The <br /> proposed garage will improve the aesthetics of the subject property. (exhibit 4) <br /> 12. The scale of the proposed detached garage is in character with the single-family <br /> residences in the neighborhood. Most of the single-family residences are two- <br /> story brick or wood buildings, and the proposed garage will not exceed these <br /> heights. (exhibit 4) <br /> 13. The impact, if any, io liie surrounding properties is minimal. (exhibit 4) <br /> Jurisdiction: The Hearing Examiner of the City of Everett has jurisdictional authority tc <br /> hold a hearing and to issue the decision. That authority is sef forth in EMC 15.16.100. <br /> Based on the above Findings of Fact, the Hearing Examiner enters the �ollowing <br /> Conclusions: <br /> CONCLUSIONS <br /> 1 . The Applicant requested a devialion from the provisions of EMC 19.7.020.H <br /> which requires all detached garages within the City of Everett may not exceed <br /> the height of 15 feet. The Applicant requests the deviation pursuant to EMC <br /> 19.7.020.K which allows exceptions if certain criteria are satisfied. (finding 1) <br /> ��� <br /> 3 �--. <br />
