. � ( <br /> FINDINGS AND CONCLUSIONS: <br /> I. Special Property Use: All Special Property Uses must be evaluated for the <br /> General Evaluation Criteria listed in Subsection 41.150.0 of the Zoning Code. <br /> GENERAL EVALUATION CRITERIA: <br /> 1. The need of the neighborhood, district, or City for a proposed special <br /> property use. <br /> Finding: The proposed Special Property Use would allow for parking of small <br /> garbage carts, which currently are parked in the Truckcare facility located at <br /> 2730 Harrison Avenue. The proposed parking area would reduce the intensity <br /> of use at the existing site, which is currently being used at its maximum capacity. <br /> Conclusion: The need for the facility has been demonstrated. <br /> 2. The adequacy of streets, utilities and public services required to serve a <br /> proposed use. <br /> Findings: The area is currently serviced by city water, sewer, police and �re <br /> services, although no additional utilities would be required for the proposed <br /> parking structure. <br /> Conclusion: Existing streets, utilities and public services will be adequate to <br /> serve the proposed facility. <br /> 3. The impact of traffic generated by the proposed use on the suRounding <br /> area, pedestrian circulation and public safety; and the ability of the <br /> proponent to mitigate such potential impacts. <br /> Findings: Additional traffic would not be generated as a result of the proposal. <br /> However, traffic pattems in the neighborhood wouid be altered slightly, <br /> particularly as they relate to the movement of Rubatino's garbage carts. Instead <br /> of parking at the existing Truckcare facility, the carts would be parked at the <br /> storage area on Railway Avenue, located approximately one block from the <br /> existing facility. <br /> Conclusion: The proposai would not generate additional tra�c, and would not <br /> affect pedestrian circulation and public safety. <br /> 4. The provision of adequate off-street parking, on-site circulation, and site <br /> access. <br /> Finding: Additional space for vehicle parking is not a part of this proposal. No <br /> parking spaces would be eliminated. The approved site plan for Special <br /> Property Use permit for the storage yard indicated that access to the site would <br /> be taken either from the north-south alley off Railway Avenue, or from Everett <br /> Avenue. Access via the east-west alley off Harrison Avenue was not proposed, <br /> and was not approved. <br /> , <br />
