i <br /> . . .� � i <br /> . � <br /> Findings: The Everett Comprehensive Plan (1994) designates the subject <br /> property as "Mixed Use Commercial - Multiple Family." The Comprehensive <br /> Plan encourages integration of shopping, services and high density multifamily <br /> uses. <br /> Conclusions: The current policies of the Comprehensive Plan are not directly <br /> applicable to development on this site, mainly because the existing SPU permit <br /> was reviewed and approved under a previous set of goals and policies (1987 <br /> General Plan). <br /> 10. Compliance with the provisions of this Ordinance and other City, State and <br /> Federal regulations. <br /> Findings: The proposal is exempt from SEPA. A building permit will be <br /> required prior to commencement of construction of the new structure. It is not <br /> likely that additional state or federal permits will be required. The Snohomish <br /> Health District has responded that a permit is not required for the proposal. <br /> Conclusion: The proposal must obtain the necessary local permits. <br /> 11. Accessibility to public transit, and traffic reduction measures proposed by <br /> the applicant to reduce dependence of the proposed use on the <br /> autorr,obile. <br /> Findings: There are existing transit stops near the facility on Everett and Hewitt <br /> Avenues. <br /> Conclusion: The proposed structure will not generate any additional demand <br /> for transit service. <br /> CONDITIONS: <br /> 1. All vehicular access must be taken either from the north-south alley off Railway <br /> Avenue, or from Everett Avenue. No access will be permitted from the east-west <br /> alley off Harrison Avenue. <br /> 2. The buildino location shown on the site plan must be revised to provide a 10 foot <br /> setback from the south, east and west property lines. <br /> 3. City standard street improvements are required along the property's frontage on <br /> Railway Avenue. Improvements will include curb, gutter and sidewalk. <br /> 4. The building shall be constructed in compliance with the State Building Code. <br /> 5. A buiiding and public works permit is required for ccnstruction. <br /> 6.
