IF contamination of the surrounding soils is discovered, and remediation will take place, an erosion <br /> control plan must be submitted for approval by the Public Works Department (SEPA Earlh and <br /> Water Policies) <br /> 4. Everett Avenue is designated as a "Gateway" corridor in the City's General Plan. The General Plan <br /> states, "Because Everett wants to develop and promote an attractive image, all entry corridors into <br /> the City should be designated as "Gateways" and standards should be applied to developments <br /> along such "Gateways" relating to building design, landscaping, signage, outdoor storage and other <br /> aesthetic considerations that will serve to upgrade Everett's image." To meet the intent of the policy, <br /> landscaping in excess of Type III must be provided along Everett Avenue (SEPA Land and <br /> Shoreline Use Policies) <br /> 5. The Everetl School District has commented that the project will not adversely impact the School <br /> Dislrict and therefore no mitigation fees are required (SEPA Public Services and Utilities Policies) <br /> 6. A traffic mitigation fee of$5,400 shall be paid prior to final approval (SEPA Transportation Policies) <br /> The lead agency for this proposal has determined that it does nol have a probable significant adverse <br /> impact on the environment. An Environmental Impact Statement is not required under RCW <br /> 43.21 C.030(2)(c). This determinalion assumes compliance wilh State law and City ordinances related to <br /> general environmenlal prolection including but not limited to right-of-way improvement rEquirements, <br /> drainage, etc. This decision was made after review of a completed environmental checklist and other <br /> information on file with the lead agency. This informalion is available to the public on request. This <br /> Mitigated Determination of Non-Significance is specificaliy conditioned on compliance with the conditions <br /> atlached hereto which are incorporated by reference as if(ully set forth herein. <br /> This Proposed MDNS is issued under 197-11-355. The Cily as the lead agency has determined that <br /> significant adverse environmental impacts are unlikely; there(ore through the optional DNS process, <br /> comments must be submitted by June 6. 2003 or fourteen (14) days aiter the date shown on lhe <br /> notarized copy of the notice of posting, whichever date is later. <br /> Responsible <br /> Officiai: Paul A.
