e. On-site recreation facilities must be provided per Section 15.050 of the Zoning Code. For <br /> the ten unils proposed, the project will have a proposed recreation impact of .2 acres. As <br /> part of the building permit application, the Applicant must submit a recreation plan, which the <br /> Planning Department must approve prior to issuance oi building permits. <br /> 25. A pedestrian circulation system for the site must be approved by the Planning Director and Tra�c <br /> E�gineer prior to the issuance of any building permit�. Walkways must allow pedestrians and <br /> wheelchairs to gain easy access from sidewalks and bus stops to building entrances through the use of <br /> paths which are physically separated from vehicle traffic and maneuvering areas. <br /> 26. The following arterials and highways are designaled as "gateways corridors" for which particular <br /> altention will be given to the design and maintenance of public improvements and the application of <br /> standards to development of abutting properties: <br /> Broadway north of 41st Street, West Marine View Drive, Pacific Avenue, Hewitt Avenue, <br /> Everett, Evergree.n Way, 19th Avenue SE, i28th— 132nd Street corridor, SR 526, and <br /> Interstate 5. <br /> 27. The design and implementation of public improvement projects u�dertaken in any of the designated <br /> gateway corridors identified above shall include aesthetic as well as functional considerations in order to <br /> support and enhance lhe visual quality and character of the city. Such aesthetic considerations shall <br /> include, but not be limited to, appropriate street trees and plantings, utility structures such as street <br /> lighting and traffic control devices, public right-of-way signs, retaining walls and pedestrian safety rails, <br /> bicycle lanes, transit benches and shellers, and other right-of-way improvements as appropriate. <br /> 28. The design of sites, buildings, landscaping and signs which are developed on properties abutting ihe <br /> designed gateway corridors should be of a quality that upgrades and enhances the aesthetic character <br /> of the City in general and the immediate areas in particular. <br /> 29. The City shall work with property and business owners along gateway corridors lo develop and <br /> implement streetscape improvement plans both within the public right-of-way and on properties abutting <br /> the right-of-way. Such improvement plans shall be coordinated with Snohomish County for the <br /> unincorporated portions of corridors that are located in the Everett Planning Area. <br /> 30. Rooftop mechanical equipment, including vents, must be screened per Section 39.040 of the Zoning <br /> Code. <br /> 31. The Washington State Clean Air Act requires the use of all known, available, and reasonable means of <br /> controlling air pollution, including dust. Dust generated during construction activities can be controlled <br /> by wetting those dust sources such as areas of exposed soils, washing lruck wheels before they leave <br /> the site, and installing and maintaining gravel construction entrances. Construction vehicle track-out is <br /> also a major dust source.
