The City of Everett Planning Department feels lhe deviation from the setback requirement is warranted, as it will enhanca lhe building facade and modulation, thereby creating a more desirable building design. 21. A minimum of 1000 square feet of open space is required on the site per Section 15.020 of the Zoning Code. The proposed site plan shows this open space to be provided in the northeast corner of the subject property. This open space area shall be separated irom the parking area on site by fencing or vegetation, and should also be improved with seating areas, or passive recreation space. '22. Placement and screening o( re(use disposal areas must be provided per Section 39.080 of the Zoning Code as follows: a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all mulliple family, commercial, industrial, and institulional developments and shall not be located in a required front yard setback area, or street side setback area for corner lots. Where an ailey abuts a lot, the garbage receptacles, dumpster, or recycle bin shall be located adjacent to the alley. b. All garbage dumpslers and recycle bins must be screened from view from the streel and from adjacent properties. This screening may be donc using dense vegetation or by placing the dumpster or recycle bin in a structural enclosure. c. At a minimum this must include the following: a. A landscape strip a minimum of ten feet wide, must be provided along the Everett and East Grand Avenue fronlages. This area shall be planted with Type 111 landscaping. Everett Avenue is designated a gateway corridor, and therefore trees planted along lhis frontage shall be spaced at 1 tree every riventy feet on center. b. A landscape strip a minimum of five feet wide must be provided along the north property line beiween the commercial and residentially zoned properties. This area shall be planted with Type III landscaping, and should include a six-foot iall solid board fence, or similar vegetative screen for the most westerly portion of the north prope�ty line (generally the northwest corner). c. Internal landscaping is required within the parking area. A minimum of 1 tree shall be planled for every eight parking slalls or fraction thereof. Landscape areas must be planted and located per Section 35.080 of the Zoning Code. d. A landscape plan sliall be submitted at time of building permit application. The landscaping plan must show planting locations, type and sizes. The plan must also show ihe location and dimensions of required vegetated swales, wetponds, detention ponds, rockeries and retaining walls, and grading at 2-foot intervals.
