The City of Everett Planning Department feels lhe deviation from the setback requirement is <br /> warranted, as it will enhanca lhe building facade and modulation, thereby creating a more desirable <br /> building design. <br /> 21. A minimum of 1000 square feet of open space is required on the site per Section 15.020 of the Zoning <br /> Code. The proposed site plan shows this open space to be provided in the northeast corner of the <br /> subject property. This open space area shall be separated irom the parking area on site by fencing or <br /> vegetation, and should also be improved with seating areas, or passive recreation space. <br /> '22. Placement and screening o( re(use disposal areas must be provided per Section 39.080 of the Zoning <br /> Code as follows: <br /> a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all mulliple family, <br /> commercial, industrial, and institulional developments and shall not be located in a required <br /> front yard setback area, or street side setback area for corner lots. Where an ailey abuts a <br /> lot, the garbage receptacles, dumpster, or recycle bin shall be located adjacent to the alley. <br /> b. All garbage dumpslers and recycle bins must be screened from view from the streel and <br /> from adjacent properties. This screening may be donc using dense vegetation or by placing <br /> the dumpster or recycle bin in a structural enclosure. <br /> c. For specifics on design of refuse and recycling facilities, contact Rubatino Refuse Removal, <br /> Inc. at 259-0044 for areas generally north of 112th Slreet. For areas east of I-5 from Valley <br /> View south, contact Waste Management Northwest, Inc. at 337-1197. <br /> 23. Any rockeries or retaining walls proposed in required setb�ck areas must be in conformance with <br /> Section 39.150 of the Zoning Code. <br /> 24. Landscaping must be provided per Section 35 of the Zoning Code. At a minimum this must include the <br /> following: <br /> a. A landscape strip a minimum of ten feet wide, must be provided along the Everett and East <br /> Grand Avenue fronlages. This area shall be planted with Type 111 landscaping. Everett <br /> Avenue is designated a gateway corridor, and therefore trees planted along lhis frontage <br /> shall be spaced at 1 tree every riventy feet on center. <br /> b. A landscape strip a minimum of five feet wide must be provided along the north property line <br /> beiween the commercial and residentially zoned properties. This area shall be planted with <br /> Type III landscaping, and should include a six-foot iall solid board fence, or similar <br /> vegetative screen for the most westerly portion of the north prope�ty line (generally the <br /> northwest corner). <br /> c. Internal landscaping is required within the parking area. A minimum of 1 tree shall be <br /> planled for every eight parking slalls or fraction thereof. Landscape areas must be planted <br /> and located per Section 35.080 of the Zoning Code. <br /> d. A landscape plan sliall be submitted at time of building permit application. The landscaping <br /> plan must show planting locations, type and sizes. The plan must also show ihe location <br /> and dimensions of required vegetated swales, wetponds, detention ponds, rockeries and <br /> retaining walls, and grading at 2-foot intervals. Irrigation syslems must be provided in all <br /> landscaped areas per Section 35.130 of ihe Zoning Code. <br /> � <br /> $ <br />
