. � �} <br /> . - �/�� � � 5' ' ' : <br /> . .� <br /> • , � FINAL DECLARATION OF NON-SIGNIFICANCE #80-13 <br /> Description of Proposal - <br /> The proposed action is the issuance of building and grading permits to allow the con- <br /> struction of a two-story, 14,500 sq. ft. office building on approximately two acres. <br /> The Pollowing factors were considered and the listed requirements were placed in <br /> response to comments submitted by various City departments during their review of an <br /> Environmental Checklist for this pruposal: <br /> 1. The site is zoned C-1, General Cort,mercial Zone, which would allow this use. <br /> The site is currently vacant and �overed with scotch broom and alder sap- <br /> lings. The site is bounded by Metropolitan Life to the east, proposed <br /> Diagonal Way Husiness Park to the west ar.d is adjacent to R-1 single-family <br /> residential uses to the north. <br /> 2. Access is proposed via a one-way drive off S. Hroadway looping around the proposed <br /> building and exiting to S. Broaciway. Business accesses on both sides of S. Broadway <br /> shoul3 be satisfactorily aligned to prevent dangerous traffic situations. Access <br /> must be approved by Public Works Department prior to construction. Participation <br /> in an L.I.D, for street improvements to S. Broadway, including a traffic signal and <br /> intersection improvements at 7th and S. Broadway, is required. 45 parking spaces <br /> are proposed on-site. The rear 3/4 acre portion of the site which abuts R-1 resi- <br /> dential uses is not proposed for development at this time. Provision for futurP <br /> access to this area is required. <br /> 3. Drainage shall be designed in conformance with the City's dcainage ordinance. <br /> On-site detention and temporary erosion control, approved by Public Works are <br /> required. <br /> 4. A detailed drawing shall be submitted to the Public Works Department showing <br /> parking layout, landscaping, driveways, utilities, storm drainage, and all required <br /> improvements to the public right-of-way. Public Works Department approval of <br /> these drawings is required before any permits are issued. All improvements shall ' <br /> be completed before the Occupancy Permit i5 issued. <br /> 5. As-builts, easements, and a one year Warrantee Bond in the amount of 10$ of the <br /> cost of construction of the public water system are required within 10 working <br /> days of obtaining public water connection. Water main being extended along the <br /> north side of S. Btoadway by the Diagonal Way Business Park must be continued on <br /> to this site at developer's expense. Developen shall also participate in the <br /> cost of Diagonal Way Business Park's installation of the new main. <br /> A fire hydrant is required within 200 feet but not closer than 50 feet of all <br /> buildings. <br /> 6.
