Everett Mall Way, Everett, WA 98204 <br />Re: 30"± Storm Drain Inspection <br />Neilsen Carpet Showroom Property <br />Dear Jim & Virgil: <br />In late December Paul Bendel, National Service Representative with <br />Airrigation Engineering Co. Inc., and I visited the aite. It was <br />raining. When we removed tlie manhole covers it was apparent by <br />observing surface flow characteristics that the pipe was restricted. <br />I monitored the pipe during several rains to ascertain retention north <br />of 30" inlet on Neilsen Showroom property. <br />On Jenuary 5, 1994, I met with Don Hall, City of Everett Superintendent <br />for Utilities and Drainage. �The city furnished me a plan of the storm <br />drain system in the area. Mr. Hall told me that the city has no respon— <br />sibility to maintain the 30"± pipe from the north R/W line of Everett <br />Mall Way to it's inlet. The city did suggest to the owner of the pipe, <br />that a half circle hog wire fence upstream from the inlet would be <br />maintainable and keep trash out of ttie pipe. <br />Januarq 7, 1994, Mr. Bendel and I introduced green dye and styrofoan <br />pellets into the line. The purpose of the dye and pellets was to <br />verify that the pipe was built to line and grade and was connected to <br />specifi.ed structures. The dye showed up as anticipated, but the pellets <br />failed to appear. Ttiis almost always indicated a crushed pipe. <br />
