� <br />Startup and Scott <br />Januar� 14, 1994 <br />Page tvo <br />On January 11, 1994, Larry 3rockley, a pipeline apecialist, and I <br />crawled the pipe from the north end. The crown got lower and lower <br />and we could aot proceed. We ezited the pipe and called a pipeline <br />•ideo contractor to meet us on Januar� 13. 1994. <br />Poly�er Contractora, Inc. arrived on aite at 9 A.N. January 13 and <br />aetup their van and camera equipment. Me placed the camera in the <br />manhole located in the planting atrip and proceeded to video upstream. <br />The accompanying video tape indicated the folloxiag: <br />A) Neary gravel in flowline e 12.6 feet. <br />B) Separated jo3nt @ 21.9 feet. Gravel and dirt in flovline. <br />Firet indication of b2nd in crown. <br />C) Heery gravel and rock.at 23.7 feet. <br />D) First brace at 31.4 feet ead compresaed crown at 1 o'eloek. <br />E) Several open joints are viaible past firat braee. <br />F) Theie are 4 bracea in pipe. <br />G) Pipe ia compresaed to 1 foot at about 40 feet. <br />H) A amell amount of daylite xas visible thru the pipe on the <br />left side. <br />FINDING: <br />The contractor who installed the pipe apparently crushed it while back- <br />filling. The braces were installed and the back fill was completed. <br />I believe the area with out a brace, which is compressed down to a <br />1 foot opening was damaged after the braces were inatalled. The reason- <br />ing for the above statement is based on the fact that the parking lot <br />has not failed. <br />The end aection of a 30" pipe is 4.9 square feet. This line being com- <br />pressed to one foot reduces the end x�ection to 1.9 square feet, a 60x <br />reduction ia capacity, causing the flooding of your property. <br />Siacere� . <br />Wm. A.
