Everett Mall Way S.E.
Dear Sir or Madam:
The City of Everett has reviewed a video tape and an inspection report regarding a
compressed culvert at Neilsen Brothers property at 131 S.E. Everett Mall Way S.E. The
videotape and inspection report documents that the culvert is significantly compressed
which has significantly reduced the design capacity of the culvert.
The compressed culvert drains North Creek has a tributary area of approximately 20J
acres. The reduced capacity of the culvert increases the likelihood of flooding upstream
and adjacent propenies. The City of Everett strongly recommends that you replace the
compressed culvert as soon as possible. The replacement culvert should at least have a
capacity equal to the design capacity of the original culvert.
Also, please be aware that a public works permit must be obtained prior to replacing the
culvert. If you have any questions regarding the public works permit process please call
Larry Crawford at (206) 259-8800. If you have any questions regarding this letter, please
call the undersigned at the same number.
nrerely,
  jfQ.
Dan Mathias
Utilities Engineer
cc: Larry Crawford
Don Hall
Ray Fletcher, First Realty
Bruce 7ones, Assistant City Attorney
DAI.DEAl197LT ry17R/!1)
CITY OF EVERETT• 3200 Cedar Street • Everett, WA 98201 •(206) 259-8800 • Fax (206) 259•8i82
