PUBL/C /�YOR/�fS <br />MEMORANDUM <br />TO: File <br />FROM: Dan Mathia <br />DATE: December 21, 1994 <br />�JBJECT: IVielsen Bros. Flooding Program <br />Frank and (Pete?) Nielsen both called me the afternoon of December 19, 1994 to discuss the <br />flooding problem at Nielsen Bros. Carpet at SE Everett Mall Way. According to the <br />Nielsens they replaced their crushed culvert with a new 48 inch diameter corrugated metal <br />culvert. The Nielsen's stated that the 30 inch culvert under SE Everett Mall Way was <br />flowing full and their 48 inch culvert was approximately 12 inches from flowing full. They <br />stated that the water level in North Creek was continuing to rise and was 24 inches from <br />overflowing the wall onto the Classic Caz site to the east. T'he Nielse►�s wanted to know <br />who would be liable for damages if the Classic .^.ar site is flcwded again. I responded that <br />liability is somethin��� �v��$ be sorted out latcr by attorneys. I told the Nielsens that I <br />would compare the r e capacities uf the 30 inch culvert and 48 inch corrugated metal <br />culvert, confirm site conditions with Dan IIall and look at rainfall records to determine if 30 <br />inch culvert is a p:ublem. The Nielsen�s wanted to know what could be done right now. I <br />suggested construcdng a sand bag wall and we both agreed that pumping wasn't feasible. <br />Don Iiall came into my office after I hung up from the Nielsen's. He verified that the 30 <br />inch culvert was flowing !'ull. He stated that the 48 inch was approximately 9" from flowing <br />full. He also stated that there was 3' to 4' of free6oard remaining before water flooded over <br />the wall to the Classic Cu site. Don confirmed that the water level wasn't a maintenance <br />problem, but he stated that the creek level wasn't rising during tiie hour he was on-site. <br />pA:IMahm�lY11M1 <br />
