Addendum to SEPA i/22-83: Item 13, Noice Mitigation
I[em 13 of the "Final Declaration of Non-Significance" (SEPA 1i22-83: Reviaed)
required that "operation of the shopping center must comply with State (WAC
173-60) and local Noiae Code equiremen[s (Ordinance It534-78)".
, - tl "` 'r .''`
Item 13 also required that p ` J l.', ,, `_' I
_
"A report by a certified noise consultacS `- I (} Ic ;;
t
in d icat ing t ha t m it igat ion measur.es have been
taken to insure compliance with noise standards C.rY F'ERET
must be submitted to and approved by the City CF pEp{.
prior to the issuance of any bui.lding permits." I115(JCt10n
The following additiona2 informa[ion has become available since the issuance
of the above-referenced "Final Declaration of Non-Significance."
1. The specific uses uhich will be located adjacent to the residentially
zoned prop.rty ta the north, which is the noise impacted property, are
a zooi market (Haggan's) and a home center and drug store (Pay 'n Save
s_t Ernetj.
2. Construction of the Haggan's Food Market commenced prior to the
submittal of the noise report from the noise conaultant.
3. A noise repott has been submitted to Towne, Richards, Chaddierre which
includes recommended noise mitigation measures.
4. The recommended noise mitigation measures are costly, and as a
practical matter, are currently not required since the property which
will be impacted by the Haggan's Food Market (and Pay 'n Save and
Err,st) remains undeeeloped or is developed as a cemetery.
5. The noise study concludes that until such tim.e as the property to the
north of the Haggan's Food Market (impacted property) ievelops, there
exists no circumstances meriting the imposition of the noise mitigation
meaaures by Haggan's at this time;
6. The noise report is based upon simulated conditions and nnt upon actual
conditions which will exist afte: the Haggan's Food Market is in
operation.
7. Mitigation measures which are more specifically applicable to the food
market activity can be. placed after th food market is in operation and
ac[ual noise levels can be measured.
 - — --- — --
8. The home center and drug store are currently under design, and Che
noise mitigation procedures which appl; to Haggan's are also applicable
-___ to Pay 'n Save and Ernst
Therefore, the following reqr.irements must be complied with to insure that
appropriate noise mitigatiun measures are implemented. 7'hese requirements are
placed as an amendment to Item 13 of the previously issued "Final Declaration
of Non-Significance."
