i�l� �' �.� � �- ={�, <br />� <br />Addendum tc SEPA N22-83: ILem 13, Noise Mitigation <br />Item 13 of the "Final Declaration of Non-Significance" (SEPA 1122-83: Revised) <br />required that "operation of the shopping center must comply with State (WAC <br />173-60) and local Noise Code requirements (Ordinance 11334-78)". <br />Item 13 also required that ���, ��� ����� `'� ,� <br />� 9 1:1�i`I <br />"A report by a certified noise consultant (�� � � <br />indicating that mitigation measures have been <br />taken to inaure compliance with noise standards �ITY OF E\�ER��'? <br />muat be submitted to and approved by the City � (;;; , <br />prior to the issuance of any building permits." ����r�r;,,J <br />The following additional infotmation has become available since the iesuance <br />of the above-referenced "Final Declaration of Non-Significance." <br />1. The specific uses which will be located adjacent to the residentially <br />zoned property to the north, which is the noise impacted property, are <br />a food market (Haggan's) and a home center and drug store (Pay 'n Save <br />and Ernst). <br />2. Construction of the Haggan's Food Market commenced prior to the <br />submittal of the noise report froo the noise consultant. <br />3. A noise report has been submitted to Towne, Richards, Chaddierre which <br />includes recommended noise mitigation measures. <br />4. The recommended noise mitigation measures are costly, and as a <br />practical matter, are currently not required since the property which <br />will be impacted by the Haggan's Food Market (and Pay 'n Save and <br />Ernst) remains undeveloped or is developed as a cemetery. <br />5. The noise study concludes that untll such time as the property to the <br />north of the Haggan's Food Market (impacted property) develops, there <br />exists no circumstances meriting the imposition of the noise mitigation <br />measures by Haggan's at this time; <br />6. The noise report is based upon simulated conditions and not upon actual <br />conditions which will exist after the Haggan's Food Market is in <br />operation. <br />�. Mitigation measures which are more specifically applicable to the food <br />market activity can be placed after the food market is in operation and <br />actual noise levels can be measured. <br />8. The home cent�r and drug etore are currently under design, and �he <br />noise mitigation procedures which apply to Haggan's are also applicable <br />to Pay 'n Save and Ernst. <br />Therefure, the f.ollowing requirements must be complied with to insure th:t <br />appropriate noise mitigation measures are implemented. These requirements are <br />placed as an awendment to Item 13 of the previ�usly issued "Final Declaraticn <br />of Non-Significance." (SEPA 1122-83, Revised, August 9, 1985) <br />
