V/04
TECHNICAL ROOF SERVICES, INC.
Since this building currently exists, the "U" factor would
probably not calculate out to meet current energy criteria.
mechanical engineer will need to perform this calculation.
We have had previous clarifications in California referencing
our Title 24, Energy Conservation for alteration and repair;
the buildings energy usage cannot be increased (such as
deleting insulation where it had been before).
Typically, reroofing with the same "R" value insulation falls
into the Code category 111.04,(b), Additions, Alterations or
Repairs.... Paragraph 2 - Alterations or repairs to an
existing building or structure which are nonstructural and do
not adversely affect any structural member or any part of the
building or structure having :required fire resistance may be
made with the same materials or which the building or
structure is constructed. The installation or replacement of
glass shall be as required for new installations."
A
This article section refors only to a mandatory non-structural
upgrade for glass only. The :roof covering for the Mervyn's
store maintains the fire clas.3ification required, it is class
A rated.
Mr. Tyler indicated that this rigid roof insulation does not
fall into the reroofing category, only the roof membrane
covering; however, Technical Roof Services and Chapter 32 of
the Code specifically refer to the insulation as part of the
fire rated "roof -covering assembly". Chapter 32 defines the
assembly as follow: "The roof -covering assembly includes the
deck... insula.i<ion and covering which is assigned as
roof -covering classification." "Class A roof covering... any
Class A roofing assembly."
AL this time, we believe compliance with current energy
requirements for the roof insulation is cost prohibitive for
this project. It necessitates a dual insulation layer
installation, which is more costly and increases the project -
cost by approximately 15% on a roof project- which is already
over budget.
