Jeff McFall stated that upon
investigation of the building after demolition that he was under the impression that it was a
Type II - One Hour Building. He also produced (attached) the original "Certificate of
Occupancy" stating a classification of a II-1 hour construction type.
SSOE stated that it was not Mervyn's intent to provide a more restrictive classification than was
existing as a "Frederick & Nelson" store. After viewing the photos, SSOE presented of the
existing facility, before demolition, it was clear that the original construction would not have
been considered Type li - 1 Hour.
This again is a case of the purchase of a property that did not, at the time of construction, meet
the code for which it was classified. The building officials want to make every attempt to bring
the building "in line" with the code as much as is possible without creating undue hardship on
the current owner - Mervyn's.
SSOE discussed with the officials the fact the Mervyn's brought them into the design process at
an early stage so as to supply input from their perspective of the code and how it relates to this
existing structure. It was also discussed that this facility was designed per these early
discussions between all parties as a Type 5-N building.
To bring this building into a complying situation (Type Il - 1 Hour), under this code, would
require a 2 hour enclosure at all columns, a rated ceiling system including all stockrooms or
spraying all structural steel with fire retardant. Another, even more costly solution would be
a ceiling throughout with sprinklers above and below. All above solutions would require
mechanical system modifications and the added cost of a suspended ceiling system. (Rated or
not depending on solution selected.)
SSOE, :NC. • 200 MOTT FOUNDATION BUILDING • FLINT, MICHIGAN 48502
